There are many fields throughout IndustrySafe that query data, opposed to saving what you type in them. The "Primary Observer Name" is one of those fields.
Instead of saving the information you type into the box, the box searches for a valid name from the IndustrySafe database. It will suggest values based off of your input. If you type in a name, and it doesn't suggest anything, your criteria may be incorrect or too narrow.
For example:
If you type in "Joe Phillips", when the person's actual name is "Joseph Phillips", there's a good chance the form won't suggest a value (since "Joe Phillips" is a pseudo, opposed to a legal name). There are many "Roberts" commonly known as "Bob"; many "Williams" commonly known as "Bill".
In some cases, the information we receive from the HR database concatenates a person's first name with their middle initial. This, as far as the first name value is concerned, causes difficulty finding the employee's name as the first name becomes "William G", opposed to just "William". If you search for "William Phillips", you won't find that name:
In most cases, it's much easier to try searching for just "Phillips", or narrow your search criteria so the form can suggest a list of values. The video shows an instance where "Beth Graham" isn't found; however, by searching by just the last name, the box suggests the correct value.
In short, it's best to keep your input as small as possible, and let the form do the work for you.
